A New Standardized Framework for Non-Claims Payment Data Webinar
With the rise of value-based care, more healthcare spending is occurring through non-claims payments. To support states in collecting this data, the APCD-Council and National Association of Health Data Organizations developed the NCP Data Layout™. The NCP harmonizes non-claims payment data collection across states, which supports cross-state comparisons and eases data submitter burden.
The NCP incorporates the Expanded Non-Claims Payment Framework (Expanded Framework). California’s Department of Health Access and Information (HCAI) and Freedman HealthCare (FHC) developed the Expanded Framework to offer a set of standardized categories, subcategories, and associated definitions for organizing non-claims payments. The Expanded Framework builds on previous efforts to categorize non-claims payments by focusing on the purpose of the payment and linking to the financial risk assumed by the provider. The Expanded Framework crosswalks to the Health Care Payments-Learning and Action Network framework.
